Governance Programme Officer (Maternity Cover)

 

The Embassy of Ireland’s Governance programme supports the following areas: inclusive peacebuilding at national, regional and local levels; strengthening democratic institutions and human rights; promoting women’s leadership and representation; and, promoting civil society’s role and voice. We work with the most vulnerable through our development and humanitarian programmes and work to reach the furthest behind first.

Through its partners, the Governance team within the Embassy works with government, multi-lateral partners and the civil society sector in support of inclusive development. The Embassy is an active participant in key donor and multi-stakeholder fora advancing civil society, peace and governance issues. The Governance team also makes an important contribution to the Embassy’s wider work, including political analysis, economic development, gender equality and humanitarian action.


The Embassy is recruiting a Governance Programme Officer to cover maternity leave for a period of seven months. The successful candidate will be expected to take up duty in October 2020 and the position will continue until May 2021.

 

Role

Areas of responsibility of Irish Aid Programme Officers include ensuring that all funding partnerships are managed in line with best practice for Project Cycle Management and Irish Aid’s commitment to management for results, the provision of technical support to partners, and coordination and representational duties as and when required. 

 

The Programme Officer will report to the Irish Aid Senior Governance Programme Manager. The Programme Officer will be based in the Embassy of Ireland in Addis Ababa, but will be expected to participate in regular field monitoring of all governance sector programmes.

 

Essential requirements candidates must be able to demonstrate: 

  • A bachelor level degree in an area relevant to social development (e.g. Development Studies, Political Science, Law etc.)
  • Three years of experience in project cycle management including procurement processes; financial management of budgets and disbursements; audit; M&E; and information management.
  • Knowledge and experience of the operating framework for civil society in Ethiopia.
  • Knowledge and experience in actions promoting good governance, accountability and development including civil society roles, economic governance, conflict mitigation/resolution, Human Rights protection etc.
  • A willingness and ability to travel frequently, often to remote areas.
  • Excellent written and spoken English and Amharic. A written exam will be administered to test writing skills. 
  • Good communication and negotiation skills, with an aptitude for external representation and networking.
  • Excellent computer skills including on Outlook, Word, Excel and Power point.

 

 Desirable requirements: 

  • Experience of mainstreaming cross-cutting issues, particularly governance and gender equality.
  • Knowledge and experience of organisational capacity development.
  • Knowledge and experience of Social Accountability and other community-based participatory tools, knowledge of civil societies’ contribution in the main thematic areas of development in Ethiopia (livelihoods, health and nutrition, social protection, economic empowerment and development, policy influence and capacity building).
  • Results-based monitoring, including the generation and analysis of survey data. 
  • Case Study preparation

 

Terms and conditions of employment:

  • The contract offered is for a seven-month maternity leave cover, beginning in early Oct 2020 and continuing to May 2020.
  • The salary for the position is € 1310.37 per month, paid directly to a bank account.
