Opening of Consulate General of Ireland Lyon

Today marks a considerable expansion in Ireland’s engagement with France, with the opening of a Consulate General of Ireland in Lyon. The new Consulate General will represent Irish interests in the Auvergne-Rhône-Alpes and Bourgogne-Franche-Comté regions and play an important role in strengthening political, commercial and cultural ties between France and Ireland. It will work alongside the existing Enterprise Ireland trade promotion office in Lyon as well as the other Irish State development agencies present in France Bord Bia, Tourism Ireland and IDA Ireland.

The opening of a Consulate in Lyon was a key commitment made by Ireland in the France-Ireland Joint Plan of Action, signed during President Macron’s visit to Ireland in 2021. The Plan outlines a range of new initiatives to strengthen cooperation between Ireland and France and demonstrates the enduring strength of the bilateral relationship.  A formal opening ceremony for the Consulate General will follow later this year.

Speaking in Paris, Ireland’s Ambassador to France, Niall Burgess said “I am delighted the new Consulate General of Ireland in Lyon is now open. I warmly welcome Consul General Ciara de Mora and Vice-Consul General Artur Sirbu as the newest members of Team Ireland in France.

Ireland and France enjoy an exceptionally close relationship. We are partners in the EU and enjoy strong economic, political and cultural ties. The Consulate General of Ireland in Lyon will bringing a new strength and depth to the France-Ireland relationship in southern and eastern France. It will build on the considerable work of our former Honorary Consul in Lyon, Bruno Boccard, who I wish to thank and pay tribute to his longstanding service and friendship. 

The new Consulate forms part Ireland’s effort to widen and deepen our footprint in France as outlined in Ireland’s Strategy for France to 2025. I would like to thank the French Government for their support with the establishment of our new diplomatic mission, and wish my new colleagues well as they begin their work in Lyon.”

The new mission will be led by Consul General Ciara de Mora, who said, “I am excited to start work as Ireland’s first Consul General to Lyon. Lyon is at the centre of a key European gateway region, that has built dynamic industrial, digital, food and manufacturing sectors. It also home to a vibrant Irish community. I look forward to working with the city and regional authorities to deepen and strengthen our links in Lyon and the wider Auvergne-Rhône-Alpes and Bourgogne-Franche-Comté regions.”

While in its temporary premises, the new Consulate General will not provide direct consular services to the public and those requiring consular assistance, including passport and visa services are asked to contact the Embassy of Ireland in Paris.

France and Ireland are important economic partners.

• The new Consulate General will promote tourism, commercial and tourism opportunities in the Southeast of France.   It will benefit from the experience of Enterprise Ireland whose office has been established in Lyon since November 2019.

• Irish multinationals located in the Auvergne Rhône Alpes region include Smurfit Kappa, Icon, Life Scientific, Kingspan, Amarenco and Grant Engineering whilst the companies Tricel and Ecocem have production facilities in the Southeast of France.  The Consulate will work in close collaboration with Enterprise Ireland in order to facilitate greater collaboration between Irish companies, regional authorities and the local economic ecosystem.

• In 2020, bilateral trade in goods and services between Ireland and France surpassed 30 billion euro.  France is the 7^th biggest market for Ireland its 3^rd biggest supplier (Central Statistics Office 2021).

• Commercial relations between France and Ireland have been strengthened following Brexit. Maritime links between Ireland and France experienced spectacular growth in 2020, moving from 12 weekly crossings to close to 50.

• France is the 4^th largest investor in Ireland in terms of companies supported by IDA-Ireland, the Irish foreign direct investment agency.

• Ireland is one of the top 20 foreign investors in France. France was the second European destination for Irish investment in 2021. Irish investors hold nearly 4.8 billion euros of investments in France (Banque de France). Irish companies today employ more than 31,000 people in France and are increasingly growing their presences in the French market

• The Consulate will also contribute to the development of tourism between Ireland and the South East of France, in close collaboration with Tourism Ireland, taking advantage of direct air links (with daily flights between Dublin and Lyon as well as links to Grenoble and to Marseille). 500,000 tourists from France visit Ireland annually and a similar number of Irish tourists visit France. France is one of the four largest tourism markets for the island of Ireland.

• France is, at the global level, Ireland’s largest market for beef and seafood products, and in the Eurozone, France is Ireland’s second largest market for food and drink products. The Consulate will also place Ireland at the heart of France’s culinary capital. Lyon benefits from a renowned culinary heritage, making it a key area for Bord Bia (the Irish Food Board), which takes part in the major food promotion exhibition SIRHA.

• France remains the first destination for Irish students in relation to foreign study exchange. In 2020, nearly 800 Irish students chose to study in France. In 2019, Ireland welcomed more than 2,000 French students.

COMMUNIQUÉ DE PRESSE : Ouverture du Consulat Général d’Irlande à Lyon

Cette journée représente une étape importante pour la présence irlandaise en France, avec l’ouverture du Consulat Général d’Irlande à Lyon. Ce nouveau Consulat Général représentera les intérêts de l’Irlande dans les régions Auvergne-Rhône-Alpes et Bourgogne-Franche-Comté et jouera un rôle déterminant pour renforcer les liens politiques, commerciaux et culturels entre la France et l’Irlande. Il travaillera en lien étroit avec les bureaux d’Entreprise Ireland déjà implanté à Lyon ainsi qu’avec les autres agences étatiques irlandaises présentes en France, Bord Bia, Tourism Ireland et IDA Ireland.

L’Irlande s’était engagée à l’ouverture de ce Consulat Général à Lyon dans le Plan d’Action Conjoint entre l’Irlande et la France, signé durant la visite du Président Emmanuel Macron en Irlande en 2021. Ce Plan présente une série de nouvelles initiatives pour renforcer la coopération franco-irlandaise et souligne les liens durables des relations bilatérales. Une cérémonie d’ouverture officielle du Consulat se tiendra en fin d’année.

S’exprimant depuis Paris, l’Ambassadeur d’Irlande en France, Niall Burgess a déclaré : « Je suis heureux que le nouveau Consulat Général à Lyon soit maintenant ouvert. J’accueille chaleureusement la nouvelle Consul Générale, Ciara de Mora et le Vice-Consul Général Artur Sirbu, en tant que nouveaux membres de la « Team Ireland » en France.

L’Irlande et la France profitent d’une relation exceptionnellement forte. Nous sommes partenaires au sein de l’UE et profitons de liens économiques, politiques et culturels durables. La nouvelle mission sera dirigée par la Consul Générale Ciara de Mora, qui a déclaré : "Je suis ravie de commencer à travailler en tant que première consul générale d'Irlande à Lyon. Lyon est au centre d'une région clé pour l'Europe, qui a développé des secteurs industriels, numériques, alimentaires et manufacturiers innovants. Elle abrite également une communauté irlandaise dynamique. J'ai hâte de travailler avec les autorités municipales et régionales pour approfondir et renforcer nos liens avec Lyon et avec les régions Auvergne-Rhône-Alpes et Bourgogne-Franche-Comté."

Dans ses locaux temporaires, le nouveau Consulat Général ne fournira pas de services consulaires directs pour le public. Les personnes ayant besoin d'une assistance consulaire, notamment de services de passeport et de visa, sont priées de contacter l'Ambassade d'Irlande à Paris.

• L'Irlande est l'un des vingt premiers investisseurs étrangers en France. La France était la deuxième destination européenne pour les investissements irlandais en 2021. Les investisseurs irlandais détiennent près de 4,8 milliards d'euros d'actifs en France (Banque de France). Les entreprises irlandaises emploient aujourd'hui plus de 31 000 personnes dans l’Hexagone et sont de plus en plus nombreuses à se développer sur le marché français.
• Le Consulat contribuera également au développement du tourisme entre la France et l’Irlande depuis le sud-est de la France, en étroite collaboration avec Tourism Ireland, afin de tirer parti des liaisons aériennes directes (des vols quotidiens entre Dublin et Lyon, ainsi que des liaisons vers Grenoble et Marseille). 500 000 touristes de France se rendent en Irlande chaque année, et un nombre similaire de touristes irlandais visitent la France. La France est l'un des quatre premiers marchés touristiques de l'île d'Irlande. 
• La France est, à l’échelle mondiale, le premier client de l’Irlande pour la viande ovine et les fruits de mer, et son deuxième client pour la viande bovine. Au sein de la zone euro, la France est le deuxième client de l'Irlande pour les produits alimentaires et les boissons, et son quatrième marché mondial dans cette catégorie. Le Consulat placera également l'Irlande au cœur de la capitale culinaire française. Lyon bénéficie d’un patrimoine culinaire dont la réputation n’est plus à faire, ce qui en fait une zone clef pour Bord Bia (the Irish Food Board), qui prend part à l’important salon dédié à la promotion des produits alimentaires qu’est le SIRHA.
• Concernant les programmes d’échanges universitaires à l’étranger, la France reste la première destination pour les étudiants irlandais. En 2020, près de 800 étudiants irlandais ont choisi la France. En 2019, l'Irlande a accueilli plus de 2000 étudiants français.
