I am delighted to welcome you to the website of the Embassy of Ireland in the Philippines, which I hope you will find useful and informative. In addition to providing information on the services provided by the Embassy, it is a source of facts on Ireland and the Philippines, and on the links between our two countries.

Ireland and the Philippines established diplomatic relations in 1984. The opening of an Embassy in Manila in 2021 represents an important step in deepening our relationship. The Filipino community in Ireland is the largest community from any south-east Asian country, many of whom are working in the health sector. The Philippines are also a major trading partner for Ireland, and an important destination for Irish food products.

The growing importance of the Asia-Pacific region has been recognised by the Ireland’s regional strategy The Global Island: Delivering in the Asia Pacific Region to 2025. Under the strategy, the Embassy supports deepening political, economic and cultural ties with the Philippines. We are committed promoting greater awareness of Ireland and Irish culture and values, and we will facilitate two-way trade and investment, while working to improve the business environment for Irish and Filipino companies.

Biography

H.E. William Carlos is serving as Ireland’s first resident Ambassador to the Philippines (also accredited to Palau, the Federated States of Micronesia and Marshall Islands).

He served as Ambassador of Ireland to Uganda (also accredited to Rwanda) between 2018 and 2021 and as Ambassador of Ireland to Mozambique (and accredited to Botswana and Angola) between 2014 and 2018.

Ambassador Carlos has served as the Director, Evaluation and Audit Unit (2009 – 2014), as Head of Development/Deputy Head of Mission, Embassy of Ireland, Tanzania (2005-2009), as Senior Evaluation Specialist, Evaluation and Audit Unit, (2003-2005) and as Senior Humanitarian Advisor, Emergency and Recovery Unit, (1997-2003).
