I’m temporarily in Britain but normally live in another country; can I apply for an Irish passport here?

No, you must apply in the country in which you normally reside. You should only apply to the Passport Office in London if you reside in Britain. If you have lost or had your passport stolen while holidaying here contact the Consulate for further advice.
