Can I apply for a passport while on holiday?

I’m temporarily in Hong Kong or Macau but normally live in elsewhere; can I apply for an Irish passport here?

No, you must apply in the location in which you normally reside. You should only apply to the Embassy in Beijing or the Consulate in Shanghai if you reside in mainland China. If you have lost or had your passport stolen while holidaying here contact the Consulate for further advice.
