Can I apply for a passport in Hungary whilst on holiday?

I'm temporarily in Hungary/Kosovo/Montenegro but normally live in another country - can I apply for an Irish passport whilst I'm here?

No, you must apply in the country where you are normally resident. You should only apply to the Irish Embassy in Budapest if you live in Hungary, or in the case of a lost/stolen passport while visiting here.
