SENIOR PROGRAMME MANAGER – GOVERNANCE

EMBASSY OF IRELAND, ADDIS ABABA

 

Our mission is to promote and protect abroad the values, interests and economic well-being of Ireland and its people. We do this under the political direction of our Ministers, through our staff at home and through our Embassy network abroad.

 

The Embassy of Ireland to Ethiopia is recruiting a Senior Governance Programme Manager to lead its Governance programming. The Embassy’s Governance programmes support the following areas: inclusive peacebuilding; strengthening democratic institutions and human rights; promoting women’s leadership and representation; and, promoting civil society’s role and voice. We work with the most vulnerable communities through our development and humanitarian programmes and work to reach the furthest behind first.

 

Through its partners, the Governance team within the Embassy works with government, multilateral partners and the civil society sector. The Embassy is an active participant in key donor and multi-stakeholder fora advancing civil society, peace and governance issues. The Governance team also makes an important contribution to the Embassy’s wider work, including political analysis, economic development, gender equality and humanitarian action.

 

The Governance team makes an important contribution to the overall of the Embassy of Ireland’s mission strategy: Ireland’s values and interests are advanced, contributing to a more equal, stable and prosperous Ethiopia and region.

 

Alongside strengthening governance, key outcome areas within the mission strategy’s development and humanitarian programming include reducing the drivers of humanitarian need; mitigating the impacts of climate change and reducing barriers to women and girls’ opportunity and wellbeing through a gender transformative approach. The Governance team also makes an important contribution towards strengthening Ireland’s political analysis and engagement on key national, regional and global challenges, including in the area of peace and security.

 

Senior Governance Programme Manager:

The Embassy of Ireland is now recruiting a Senior Governance Programme Manager (SGPM) to lead the work of the Governance team.

The Senior Programme Manager will report to the Deputy Head of Development and will be based in the Embassy of Ireland in Addis Ababa. The SGPM will be expected to participate in regular field monitoring of relevant programmes.

 

Overall Role and Responsibility:

Candidates must have extensive knowledge and experience with Ethiopia’s governance environment at Federal and Regional levels. Applicants will need to demonstrate that they have a well-established and positive track record working on programmes related to strengthening governance, human rights, peacebuilding and civil society including in fragile contexts. They must be able to demonstrate in-depth knowledge of Ethiopia’s political context and international relations. They will be familiar with the development community structure and possess an extensive network of contacts relevant to the post’s demands.

 

Requirements:

 

Academic and professional experience:

  1. Academic qualification (minimum Bachelor’s Degree but preferably at Masters level) in a field such as Public Administration, International Studies, Political Science, Peace Studies, Law, Human Rights, Economic Governance.
  2. Five years of progressively responsible management experience in areas relevant to the requirements of this position.
  3. Proven track record in the effective management of highly skilled teams, financial resources and monitoring, evaluation & learning processes.
  4. Knowledge and understanding of theories, concepts and approaches relevant to governance, social accountability, democratization, peacebuilding and gender equality in the Ethiopian context.
  5. Familiarity with key national policies, institutions and programmes relevant to governance.
  6. Sound knowledge and experience of recent developments and approaches in international practice in governance and related sectors including gender, peace, humanitarian action and climate change.

 

Management experience:

  1. Be able to demonstrate knowledge and practical experience in the areas of conflict prevention, civil society, economic governance, human rights, and strengthening democratic institutions.
  2. Demonstrate significant knowledge and experience relating to the operating environment for civil society in Ethiopia including key principles and practices.
  3. Possess strong political analysis skills and an in-depth understanding of the political, economic and social context at local, national and international levels.
  4. Demonstrate the ability to build positive and effective relationships and apply strong advocacy competencies with a wide range of stakeholders including across Government, civil society organizations, donor partners and multilateral agencies. Demonstrable experience working with stakeholders across different cultures will be highly valued.
  5. Possess strong team working, communication and other personal effectiveness skills including task and time management, delegated instruction, work-flow prioritization and file control.

 

Analysis, decision-making and communication skills:

  1. Good understanding of the policies and approaches of The Irish Department of Foreign Affairs and the Embassy of Ireland in Ethiopia.
  2. Ability to participate in the resolution of challenges including through team work, contributing to institutional capacity and improving internal ways of working.
  3. Ability to provide high-level technical expertise and guidance to the Embassy’s management and team across a range of relevant policy areas
  4. High degree of integrity.
  5. Excellent written and spoken English and Amharic.
  6. Good communication and negotiation skills, with an aptitude for external representation and networking.
  7. Excellent computer skills including on Outlook, Word, Excel and Power point.
  8. Legal entitlement to live and work in Ethiopia prior to recruitment.
