The Embassy of Ireland to Ethiopia is recruiting a Senior Programme Manager for Peace and Security (SPM-PS) to lead its regional and multilateral peace and security programming. The Embassy’s regional and multilateral peace and security activities support the work of the African Union Peace and Security Council; the African Union Commission Peace and Security Department; the African Union Office of the Special Envoy on Women, Peace and Security; the Intergovernmental Authority on Development; and the United Nations.

Ireland will become a non-permanent member of the United Nations Security Council (UNSC) for a two-year period from January 2021 until December 2022. Ireland is committed to ensuring that African perspectives on continental peace and security issues are reflected at the UNSC in New York. The Embassy in Addis Ababa will work with the African Union Commission, the African Union Peace and Security Council, member states of the African Union, particularly those elected to the UNSC, civil society organisations, think-tanks and academic institutions, the European Union Delegation to the African Union, and other UNSC members to ensure that African perspectives are reflected at the UN Security Council. To do this, we will work closely with headquarters in Dublin, and with our team at the UN in New York. The Embassy is an active participant in relevant peace and security fora in Addis Ababa. The Multilateral/Peace and Security team also makes an important contribution to the Embassy’s wider work, including on political analysis, enhanced governance, economic development, gender equality and humanitarian action.

The Multilateral/Peace and Security team makes an important contribution to the overall goal of the Embassy of Ireland’s mission strategy: Ireland’s values and interests are advanced, contributing to a more equal, stable and prosperous Ethiopia and region.

Senior Programme Manager – Peace and Security

The Embassy of Ireland is now recruiting a Senior Programme Manager – Peace and Security (SPM-PS) to lead the work of the Multilateral/Peace and Security team.

The SPM-PS will report to the Deputy Permanent Representative to the African Union, and will be based in the Embassy of Ireland in Addis Ababa.

The SPM-PS role is for a fixed-term, two-year contract, to coincide with Ireland’s period on the UN Security Council 2021-2022. 

Overall Role and Responsibility:

 

Candidates must have extensive knowledge and experience of peace and security issues at regional, continental and multilateral levels. Applicants will need to demonstrate that they have a well-established and positive track record working on programmes related to strengthening peace and security, democratic governance, human rights, peacebuilding and civil society. They must be able to demonstrate in-depth knowledge of the African Union’s peace and security architecture, political context and international/multilateral relations. They will be familiar with the African Union structure and possess an extensive network of contacts relevant to the post’s demands.

Key Requirements:

Academic and professional experience:

  1. Academic qualification (minimum Bachelor’s Degree but preferably at Masters level) in a field such as International Studies, Political Science, Peace/Conflict Studies, Conflict Resolution, Law, Human Rights.
  2. Five years of progressively responsible management experience in areas relevant to the requirements of this position.
  3. Proven track record in the effective management of highly skilled teams, financial resources and monitoring, evaluation & learning processes.
  4. Knowledge and understanding of theories, concepts and approaches and demonstrable practical experience within a relevant institution in peace and security, peacebuilding, peace keeping operations, conflict prevention, management and resolution, conflict early warning and response, or post conflict reconstruction.
  5. Familiarity with key regional and multilateral policies, institutions and programmes relevant to peace and security.
  6. Sound knowledge and experience of recent developments and approaches in international practice of peace and security, and related sectors including gender, humanitarian action and climate change.

Management experience:

  1. Possess strong political analysis skills and an in-depth understanding of the political, economic and social context of the Horn of Africa and wider African continental and international levels.
  2. Demonstrate the ability to build positive and effective relationships and apply strong advocacy competencies with a wide range of stakeholders including across African Union and other multilateral institutions, civil society organizations, academic and research institutes, and other diplomatic partners. Demonstrable experience working with stakeholders across different cultures will be highly valued.
  3. Possess strong team working, communication and other personal effectiveness skills including task and time management, delegated instruction, work-flow prioritization and file control.

Analysis, decision-making and communication skills:

  1. Good understanding of the policies and approaches of the Irish Department of Foreign Affairs and the Embassy of Ireland in Ethiopia.
  2. Ability to participate in the resolution of challenges including through team work, contributing to institutional capacity and improving internal ways of working.
  3. Ability to provide high-level technical expertise and guidance to the Embassy’s management and team across a range of relevant policy areas
  4. High degree of integrity.
  5. Excellent written and spoken English. High proficiency in written and spoken French and/or Arabic is also desirable.
  6. Good communication and negotiation skills, with an aptitude for external representation and networking.
  7. Excellent computer skills including on Outlook, Word, Excel and PowerPoint.
  8. Legal entitlement to live and work in Ethiopia prior to recruitment.

A written exam will be administered to test writing skills.

Selection Process:

  • Depending on the number of applications received, a short-listing of candidates to be called for interview may be undertaken based on the Key Requirements above.  Only successful candidates will be contacted.
  • It is planned that interviews will be held by video-conference in early December 2020.

Security Clearance:

Police security clearance will be sought in respect of individuals who come under consideration for appointment.
