Can I just go to Ireland and make the application there? Or can I make the application in London and then pick up the WHA in Dublin?

No. If you intend to work in Ireland under the WHA Scheme then you must have the WHA sticker affixed to your passport when you enter Ireland. This will inform the Immigration Officers at the port of entry of your intention to work.
