Can I apply for a passport while on holiday in Poland or Ireland?

I am temporarily in Poland (or Ireland) but I normally live in another country; can I apply for an Irish passport here?

Irish passports can be renewed from anywhere in the world using Passport Online. 

Irish citizens can apply for first-time passports and renewals online if they are resident in Ireland, Europe, US, Canada, New Zealand or Australia.

If your passport is lost or stolen during a trip to Poland, you can contact the Embassy to enquire about obtaining an Emergency Travel Certificate for your return home.
