Nationals of an EU country or one of the Schengen Area associated countries are free to enter Luxembourg, irrespective of the purpose of their stay and not only to return to their home. These people do not need to produce a negative test before entering Luxembourg.
Travellers arriving from countries outside of the EU/Schengen Area may be required to produce a negative PCR test result (from the previous 72 hour period) before being granted entry to Luxembourg. Please check the Government of Luxembourg website for up to date information on requirements: https://covid19.public.lu/en/travellers/visiting-luxembourg.html
In Luxembourg there are no isolation or quarantine requirements for travellers arriving from abroad. Such a measure will only be applied in the event of a positive COVID-19 test result.
