 Our mission is to promote and protect abroad the values, interests and economic well-being of Ireland and its people. We do this under the political direction of our Ministers, through our staff at home and through our Embassy network abroad.

Applications are invited for the position of Cultural Officer in the Embassy of Ireland in Berlin.  This is a new position created as part of the Irish Government’s commitment to widening and deepening our footprint in Germany, in the context of the Government’s strategy Global Ireland 2025, which provides for the appointment of cultural officers in priority locations worldwide.  The post, while based in Berlin, will involve work throughout Germany, including in cooperation with Ireland’s new Consulate General in Frankfurt.

The position will be offered on the basis of a three-year fixed-term contract.

 

Role and Responsibilities

Reporting to the Deputy Head of Mission and under the strategic guidance of the Department of Foreign Affairs and Trade and the Department of Culture, Heritage and the Gaeltacht, responsibilities will include:

Promotion of Ireland’s cultural engagement throughout Germany, including input into, and implementation of, multi-annual strategies and programmes to promote Irish culture internationally, including the recommendations on culture in the 2018 review of Irish-German Relations.

  • Promotion of opportunities across Germany for Irish artists and ensembles, maximising the impact of artistic touring supported by the State by working to extend tours within the country and the wider central European region, where feasible.
  • Brokering of partnerships and relationships between Irish and German national cultural institutions, artists, ensembles, festivals and venues.
  • Programming, management and further development of the cultural hub at the Embassy in Berlin.
  • Assisting in the development, delivery and promotion of cultural events on behalf of DFAT and other relevant state bodies, including flagship or large-scale initiatives, and cultural programmes for high level visits by the President and Taoiseach.
  • Monitoring and reporting on the impact of events, both those organised by the Embassy, those in receipt of Culture Ireland support across Germany and other partnership-based events.
  • Working with Screen Ireland to promote opportunities for Irish film/AV production and screening and with relevant state bodies to develop links across other creative industries, e.g. design.
  • Working with the Embassy in Berlin, Consulate General in Frankfurt and the local offices of State Agencies to maximise the potential economic impact of cultural events funded by the State and to promote visibility and a positive reputation for Ireland.
  • Liaising with and supporting the work of Irish cultural organisations in Germany, and fostering links between such entities.
  • Engaging with the Irish artistic and creative diaspora based in Germany.
  • Assisting in developing additional sources of funding and sponsorship.

Candidate Profile

The ideal candidate should be able to demonstrate:

  • Capacity to take the initiative and to work as part of a multi-disciplinary team.
  • Extensive and up-to-date knowledge of contemporary Irish arts as well as of the German arts and cultural sector, including festivals, venues and local agents and promoters.
  • Strong organisational and administrative skills.
  • High-level networking skills including the capacity to develop and strengthen links with partner organisations.
  • Proven ability to deliver arts and cultural projects.

 

Essential Requirements

To be eligible the following qualifications and competences are required:

  • A third level qualification in a relevant area or a high level of work experience in a relevant area.
  • Excellent written and oral communication skills in German and English. The candidate should be a native speaker of German or English and have a minimum C1 in the other language. In some cases applicants may be telephoned in advance to establish language proficiency.
  • A high level of discretion, commitment and reliability.
  • The successful candidate must have a legal entitlement to live and work in Germany prior to recruitment.

  • Letter of motivation (two pages maximum) addressing your suitability for the position and interest in working with the Embassy of Ireland.
  • CV/Résumé (three pages maximum).
  • Two nominated referees with contact details.
  • Copies of professional references and relevant academic, professional and language qualifications scanned into one PDF attachment.

 

Selection Process

All emails received will be acknowledged. Shortlisting of candidates is part of the process. Please note that only shortlisted candidates will be contacted. As part of the shortlisting process, candidates may be contacted by phone to establish their German fluency.

Depending on response rates the deadline may be extended.

Interviews are provisionally expected to be held in April / May 2020.

 

Terms and conditions of employment

 

Starting date: Summer 2020
Contract duration: Three-year temporary fixed-term contract
Working hours:

Full time with out-of-hours work for cultural events.
Out of hours duty service on four occasions during the year compensated by additional leave.

Salary: €67,168
Annual Leave: 25 days
Probationary period: 1 year

Security Clearance for Local Staff

Police vetting will be sought in respect of individuals who come under consideration for appointment. Enquiries may also be made with the police force of any country in which the applicant under consideration for appointment resided. If unsuccessful this information will be destroyed. If the applicant subsequently comes under consideration for another position, they will be required to supply this information again.
